As wind and solar power grow, so do concerns about system adequacy during periods of low renewable generation and high demand \u2013 so-called <em data-start=\"451\" data-end=\"465\">Dunkelflaute<\/em> events.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>The report presents a toolbox of market-compatible support schemes designed to address gaps in firm capacity and flexibility. It evaluates both existing and new mechanisms, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong data-start=\"660\" data-end=\"693\">Dispatchable Flexible Reserve<\/strong> \u2013 to provide seasonal reliability during critical shortages;<\/li>\n\n\n\n<li><strong data-start=\"757\" data-end=\"788\">FRR Availability Obligation<\/strong> \u2013 to improve local flexibility, particularly where systems depend heavily on interconnectors;<\/li>\n\n\n\n<li><strong data-start=\"885\" data-end=\"910\">Strategic Reserve 2.0<\/strong> \u2013 a modernised, ringfenced reserve for rare, high-impact events;<\/li>\n\n\n\n<li><strong data-start=\"978\" data-end=\"1013\">Market-wide Capacity Mechanisms<\/strong> \u2013 acknowledged but not recommended due to high cost and risk.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-white-color has-alpha-channel-opacity has-white-background-color has-background\"\/>\n\n\n\n<p>Each option is assessed for cost-efficiency, effectiveness, and compatibility with EU rules.
