Across Europe, significant changes are underway in electricity markets, including the introduction of capacity mechanisms, rapid expansion of solar and wind power, increased battery deployment, and evolving trade measures. These developments are likely to have implications beyond national borders and may influence electricity prices, volatility, and trade patterns in the Nordic region towards 2035.

On behalf of the Nordic Electricity Market Group, Nordic Energy Research has commissioned a new study analysing how developments in neighbouring countries may affect Nordic electricity markets. This event marks the launch of the report and presents its main findings. Based on detailed power market modelling, the study provides insights into cross-border spillover effects, highlighting why developments outside the Nordics are relevant for Nordic policymakers and market actors.

The report explores a range of scenarios to illustrate how different reforms may affect Nordic markets. These include the impact of large-scale gas capacity investments in countries such as Germany and Poland following the introduction of capacity mechanisms, as well as the effects of alternative support schemes and market arrangements in countries like the United Kingdom.

It also examines how varying levels of solar and wind expansion, battery deployment, and trade measures in neighbouring markets may influence Nordic price formation, price volatility, and cross-border flows.

Nordic Energy Research and the Nordic Council of Ministers’ Offices in Latvia, Estonia and Lithuania invite you to the 2026 Nordic-Baltic Energy Conference, taking place in Riga, Latvia on 15 September.

This year’s conference will focus on energy security and security of supply in the Nordic-Baltic region. In a changing geopolitical landscape, these issues have become central to both national policy and regional cooperation.

The conference will bring together decision makers, private sector actors, and NGOs from across the Nordic and Baltic countries to exchange perspectives and discuss the future of regional energy cooperation.

The Nordic and Baltic countries share the ambition of building an integrated, reliable, and sustainable energy system. Achieving this requires continued cooperation between governments, industry, and civil society. As energy systems become more closely connected, the coming years will be important for strengthening regional coordination.

The conference will explore how the region can move forward together. How can the Nordic and Baltic countries strengthen security of supply? What forms of cooperation are needed to support both resilience and the green transition?”

Programme

Baltic–Nordic Roadmap on Energy Security

The session will present the Nordic Policy Roadmap on Energy Security. This will be followed by a high-level panel discussion with representatives from Nordic and Baltic ministries, focusing on priorities for regional cooperation, alignment of national policies, and next steps to strengthen energy security and security of supply in the Nordic–Baltic region. In addition, ministers will share their long-term, ten-year vision for the region’s energy security.



Preparedness in local energy systems

Ukraine’s example of maintaining energy supply under extreme conditions shows the necessity for a decentralised green and renewable energy system able to withstand pressure.

The session will focus on how local governments and energy actors in the Nordic–Baltic region can strengthen preparedness and security of supply through renewable energy solutions. Examples such as solar and wind power combined with battery storage will illustrate how local-level planning and competences can reduce risks and contribute to a more resilient energy system. The discussion will also address energy blackout preparedness and crisis management, including blackout scenarios, risk assessments and local-level contingency planning.



Completing the Nordic connection

The Nordic–Baltic grid has been connected for 1.5 years. Where do we go from here following its implementation? This session will highlight key experiences related to future security of supply and system operation. It will also look ahead to how strengthened Baltic–Nordic cooperation can further enhance grid resilience, preparedness and the integration of renewable energy. In addition, the session will explore the role of offshore energy hubs and energy islands, with a focus on possible connections to the Baltic states and integration into the broader Nordic–Baltic power system.





Emerging voices on regional energy resilience

The Nordic-Baltic Energy Conference 2026 focuses on energy security and security of supply in the Nordic–Baltic region at a time when energy system development is a geopolitical necessity. Selected early-career professionals will pitch policy briefs based on the best abstracts submitted through a joint call by Nordic Energy Research and the Nordic Council of Ministers’ offices in Latvia, Estonia and Lithuania. Conference participants will be able to ask questions and contribute to the policy suggestions.

Join us for an information webinar introducing the newly opened Nordic Mobility, Exchange, and Networking call within the Nordic Energy Research Mobility Programme. The 2026 call aims to strengthen mobility, networking, and long‑term collaboration among energy researchers across the Nordic–Baltic region.

During the session, we will outline the objectives, eligibility criteria, and opportunities offered through the programme, which supports the implementation of Nordic Energy Research’s Strategy 2030, focusing on enhancing sustainability and energy security, reinforcing Nordic energy expertise, and deepening international energy cooperation.

The webinar will also cover the financial framework, with 13 MNOK allocated for Nordic proposals and 4.3 MNOK for Nordic–Baltic proposals, as well as practical guidance ahead of the submission deadline on 12 May at 13:00 (CEST).

The session will conclude with a Q&A, giving participants the opportunity to raise questions about the call.

Ten years after the Paris Agreement, significant progress on clean energy has been made – but the pace is too slow. With a track record of regional cooperation and ambitious policies, the Nordics show what is possible. When the world hesitates, can they inspire bolder climate action?

Bringing Nordic perspectives to the Amazonas

This year Brazil, and the city of Belém in the Amazonas, hosts the COP30. During the conference countries are expected to present updated Nationally Determined Contributions with new emission reduction plans for 2035, as required by the agreement’s five-year review cycle. The conference will therefore serve as a critical deadline to assess the Paris Agreement’s progress and shape the next phase of global climate action.

Arctic Frontiers, held annually in Tromsø, Norway since 2007, serves as a platform for scientists, business leaders, policymakers, and representatives of local communities and Indigenous Peoples to engage in dialogue on the future of the Arctic region.  

The 2026 conference theme, Turn of the Tide, underscores the importance of resilience and innovation in Arctic development. Nordic Energy Research will contribute with two dedicated sessions, offering perspectives on energy security, sustainable Arctic energy solutions, and the role of the next generation in shaping a robust and adaptable region.  

We start by hosting an Arctic Frontiers Open Event specifically targeting young people in the North. This session invites all interested participants to explore how the ideas and demands of the young generation will influence the future Arctic energy landscape. Insights and viewpoints gathered during this youth-focused event will inform the subsequent Arctic Frontiers Side Event, which will focus practical solutions and a policy dialogue on how to achieve energy security across the region.

Regional cooperation is key: neighbouring systems can provide support in scarcity situations, while coordinated approaches can help lower costs and reduce unintended consequences.
