The Electricity Market Group (EMG) is a working group under the Nordic Council of Ministers dedicated to strengthening Nordic cooperation in the development of well-functioning and competitive electricity markets. The group has a long history, dating back to when the Nordic markets started integrating in Nord Pool.

The group comprises representatives from Nordic authorities and operates within the framework established by the Nordic Council of Ministers. It reports to the Nordic Committee of Senior Officials for Energy Policies (EK-E).

Purpose and focus

The Nordic and European electricity markets are key tools for enabling an efficient green transition at an affordable cost to both industrial and household consumers.

A central focus of EMG’s work is the development and use of the infrastructure that supports the efficient transport and allocation of electricity — in particular the electricity grid and the electricity markets. The group also works to ensure that markets contribute to the efficient allocation of electricity in times of scarcity, thereby strengthening security of supply.

Activities

EMG supports these objectives by:

  • Contributing to the development and implementation of European directives and regulations related to electricity markets and security of supply in the Nordic region
  • Coordinating the execution of specific policy decisions
  • Commissioning in-depth analyses to support common Nordic political choices
  • Providing strategic advice to the Nordic energy ministers

The working group was established in 2023 by the Nordic Committee of Senior Officials for Energy Policies (EK-E) under the Nordic Council of Ministers.

Mandate 2025–2027

The working group’s mandate is to support the implementation of Nordic Vision 2030 and to contribute to the Nordic Co-operation Programme for Energy 2025–2030 and the Work Plan 2025–2027 for Nordic energy policy cooperation.

Working group objectives

Based on its mandate, the working group aims to promote renewable energy and clean hydrogen in the Nordic region by:

  • Contribute to strengthening energy security and security of supply across the Nordic region, for example, by sharing experience on framework conditions for renewable energy
  • Contribute to strengthening Nordic advantages in the energy transition and innovation, for example, through cooperation on developing Nordic hydrogen value chains
  • Support the Nordic region’s position in international energy cooperation through joint Nordic efforts towards the EU and beyond
  • Support Nordic co‑operation to ensure a sustainable Nordic energy transition

Nordic Energy Research provides secretariat support for NAFH on behalf of the Nordic Council of Ministers.

The Nordic-Baltic Networking Group on Carbon Capture, Utilisation and Storage (NgCCUS) brings together government representatives from the Nordic and Baltic countries.

The group was established in 2019 by the Nordic Committee of Senior Officials for Energy Policies (EK-E) under the Nordic Council of Ministers.

Mandate 2025–2027

The networking group’s mandate is to support the implementation of Nordic Vision 2030 through knowledge exchange, experience, and networking on CCUS. The work is closely aligned with the goals of Nordic Co-operation Programme for Energy 2025-2030.

Networking group objectives

Based on its mandate, the group aims to:

  • Promote information exchange and cooperation on decarbonisation, with a focus on CCUS developments and relevant policies
  • Encourage the creation and sharing of new knowledge in the field of CCUS
  • Facilitate dialogue on CCUS‑related policy issues and assess possible joint actions in relation to EU/EEA processes
  • Facilitate dialogue on CCUS‑related strategies and consider how Nordic, Baltic and EU strategies can align and reinforce one another

The working group Green Transition of the Transport Sector is a cross-sectoral effort aiming to contribute to the green transition of the Nordic transport sector. This aim is in connection to energy policy, such as electrification, power-2-X, use of biofuel, and other green propellants on land, at sea and in the air, as well as smarter planning for mobility and logistics.

Background

In 2020, the Ministers of Co-operation (MR-SAM) initiated a Nordic cross-sectoral collaboration on the green transition of the transport sector. This collaboration was structured around a steering group that gathered, evaluated, and recommended projects for funding to the Council of Ministers for Energy Policy (MR-E). 

Members of the steering group represented councils and committees from different sectors, including energy, environment and climate, industry, and regional policy, as well as fisheries, aquaculture, agriculture, food, and forestry (FJLS). Nordic Energy Research provided secretarial support for the steering group, and three observing institutions took part in the steering group: Nordic Innovation, Nordregio, and Nordic Energy Research. 

Showcasing the way forward on land, at sea, and in the air

To mark four years of strong cross-sectoral green transport cooperation, the Nordic Green Transport Forum was held on 7 May 2024. At the forum, experts on green transport and mobility gathered to share innovative results and solutions to showcase the paths forward for achieving sustainable transport in the Nordic region.

Based on the Nordic Green Transport Forum, six recommendations were formulated. These highlight six areas of priority for future Nordic cross-sectoral collaboration for a green transition of the transport sector and include:

  • Support Nordic research and industry cooperation
  • Expand energy infrastructures and supply chains
  • Discover solutions for heavy-duty transport at sea and in the air
  • Develop Nordic green transport zones and corridors
  • Integrate the social aspect
  • Strengthen the cooperation across planning levels

The Net Zero Islands Network brings together actors from islands and remote areas working towards clean, resilient and carbon-neutral energy systems.

The network was established as part of a three-year project on Energy Solutions for Islands and Remote Areas initiated by the Nordic Council of Ministers in 2020.

Purpose

The network supports knowledge sharing and collaboration on the development and implementation of innovative energy solutions for islands and remote areas. It aims to strengthen clean and resilient energy supplies and to inspire progress towards carbon neutrality.

Activities

The Net Zero Islands Network meets twice a year to:

  • Share knowledge and practical experience
  • Discuss solutions, challenges and opportunities for collaboration
  • Explore how to enhance clean and resilient energy systems

Meetings rotate between participating islands and remote areas. The host location showcases local renewable energy sites and initiatives.

In addition to the biannual meetings, joint projects are developed within and for the network to strengthen knowledge exchange on implemented and emerging energy solutions.

Nordsyn is a working group that aims to strengthen Nordic cooperation and policy development in energy efficiency, with a particular focus on ecodesign, energy labelling and related regulations.

Working group objectives

The working group aims to:

  • Promote cost-effective energy savings
  • Support the implementation of EU ecodesign and energy labelling regulations
  • Strengthen Nordic cooperation on market surveillance and enforcement
  • Develop common Nordic positions to contribute to EU policy revisions and new legislation
  • Help minimise unnecessary burdens on consumers and businesses

Background and focus

The EU’s ecodesign and energy labelling framework plays an important role in reducing energy consumption and climate impact by setting efficiency standards for energy-related and other products. Nordic collaboration supports knowledge exchange, strengthens implementation and market surveillance, and enables coordinated input to EU processes.
